Two exceptions to the locale prefix rule: the blog exists in 9 languages only (en, ru, de, it, fr, vi, es, pt, nl) — other locales have no blog pages; the help center is served in English for en-AU, zh, ja, ko, pl and uk, and those pages canonicalize to the prefix-less English URL.
